Rector’s representative for safety of students and doctoral students

Dr Barbara Kowalczyk – assistant professor at the Department of Comparative Public Administration of the WPAE at the University of Wrocław, legal advisor. Her scientific interests are mainly migration law. Author, among others, of the monographs Polish Asylum System (2014) and Migration Law in Poland (2020). Since 2016, participant of the Consultation Forum of the European Asylum Support Office. An experienced lecturer, she conducts lectures, classes and diploma seminars at full-time and part-time studies, at the Doctoral College of Legal Sciences of the Doctoral School of UWr and at postgraduate studies. Many times she worked as a Visiting Professor at the Faculty of Law of Masaryk University in Brno. She is a member of the UWr Senate for the 2020-2024 term. Since November 2021, she has been the UWr Rector’s representative for student and doctoral student safety.


The duties of the Rector’s Representative for Safety of Students and Doctoral students include:

  • providing factual assistance to people affected by a safety incident or information on how to obtain it quickly and effectively;
  • submitting motions to the appropriate authorities of the University of Wrocław to initiate explanatory proceedings against individuals who have committed an act that threatens the safety of students, doctoral students and employees;
  • monitoring the safety situation and students’ sense of security and reacting to the safety threats reported by students, doctoral students and employees of the University of Wrocław;
  • conducting promotional, informational, and educational activities in the scope of ensuring safety of students and doctoral students.
