UWr during the flood – announcements (UPDATED)

Due to the threat of flooding, the University of Wrocław is launching a special email address: powodz@uwr.edu.pl, to which you can send any information about the need for assistance related to securing the university’s property and announcements related to the flood situation. The information will be published on the university’s website and social media.

In this difficult situation for all Wrocław residents, we ask first of all to remain calm, familiarize yourself with the procedures for dealing with floods, follow the instructions of the services, and draw information from reliable sources – the websites and social media of the state and local administrations.

– Due to the maximum discharge of water from the Mietkow reservoir, launched on 15.09.2024, the areas along the Bystrzyca River are most at risk within the city of Wrocław.  Hydrograms indicate that maximum amounts of water are being discharged from the reservoir. In the coming hours, this situation is expected to translate into an increase in the level of the Bystrzyca River at the water level gauge in Jarnołtów by 0.4 meters to 353 cm.  In 1997, during the flood in July, a level of 486 cm was recorded at this point. 

– On the evening of 16 September, the Oława-Lipki floodplain was launched. The measure is aimed at reducing the state of the flood wave and protecting mainly Oława and Wrocław. It also helps delay the arrival of the culminating wave in Wrocław, giving more time for preparations.

– Forecasts extending to 20.09.2024 indicate that the water level in the Odra River at the Trestno water gauge will reach 640 cm. This is 84 cm lower than the 1997 flood and 40 cm lower than the 2010 maximum. If the projected values are confirmed, the Wrocław Water Junction should safely carry the flood wave through Wrocław.

– A potential threat will be the embankments, which may be weakened after 4 days of rainfall. The flood wave, flattened as a result of water regulation on the reservoirs, will linger longer in the intercostal increasing the risk of possible damage.

Library of the University of Wrocław closed to Users (security parks are in progress to protect collections on the lowest levels)

 Users are kindly informed that due to the declaration of a flood alert in Wrocław and internal works, the University Library will be closed from September 17 – 19 (Tuesday, Wednesday, Thursday). 

 We apologise for the inconvenience.

We will notify the next steps with a separate announcement.

We would like to notify you that as of 17.09.2024 (Tuesday), the library drop box and book machine will be out of service.

Requested library materials for the bookmobile will be available for pickup at the Local Lending Library after the Library opens.

As of 17.09.2024, the accrual of regulatory penalties for late return of library materials is suspended.

We will announce the reopening of the Library in a separate announcement.

– We have turned over the former Pancernik student house at ul. Tramwajowa to the city, which will decide on its use as needed.

– We are currently working operationally, i.e. we are in constant contact with facility managers who are responsible for individual buildings.

– Facility managers are in contact with the crisis team appointed by the Rector on 16 September. The team monitors the situation on an ongoing basis and interacts with the Crisis Management Centres of government agencies.

– UWr employees are issued sandbags, necessary for securing drains and manholes in buildings (once filled with sand, they are transported to the facilities).

– The necessary sand is systematically purchased. Permanent transportation provided.

Information on such needs is collected by the Office of the Director General: dyrektor.generalny@uwr.edu.pl.

– We also have a team to act in emergency situations – leaks, the appearance of water in the facility. This team has been on permanent duty since last Friday, the emergency phone number for this team has been given to facility managers and porters.

Vice-Rector for Student Affairs, dr Łukasz Prus informs that students from flooded areas who wish to be accommodated in the student house faster than the approved schedule should contact the administration of their student house in this regard.

The situation on the Odra River is very dynamic. In view of the threat, the Rector of the University of Wrocław established a crisis team on 16 September 2024, to monitor the situation on an ongoing basis and interact with the Crisis Management Centers of public administration bodies.

As of 17 September, all events at the Lower Silesian Science Festival have been canceled.

Employees affected by flooding or waterlogging who need housing support are asked to contact the head of their unit.

Which is especially important now:

  • checking the closure and tightness of windows located below ground level (any basement windows, etc.), possibly protecting them from water inflow,
  • securing the thresholds of the entrance doors in places where water can enter the building with precipitation, including the entrance to basements and heat exchanges,
  • checking the closure of any windows in the buildings, especially the skylights and basement windows, to see if they are completely closed (tightly, with no micro-drops),
  • checking in the basement level for electrical appliances connected by extension cords, if there are extension cord sockets with a plug the appliances should not lie on the ground, they should be placed high, on a device, shelf or suspended from the ceiling. If the device does not need to work (it is in stanby), it should be disconnected from the mains and the plug and socket should be placed above the floor,
  • checking whether the smoke ventilation devices, in particular, smoke dampers, ventilation dampers are fully closed,
  • checking that fire accesses to buildings are unobstructed, remove any obstacles that would prevent the access of fire engines of the PSP to pump water out of the building,
  • designating critical equipment, the shutdown of which due to a power outage can cause serious losses, and oblige security to inspect them during building rounds
  • securing manhole covers and any other revisions in the floors of rooms located below ground level
