In memoriam of Professor Adam Błaś (1946-2025)

Profesor Adam Błaś swoje życie osobiste i zawodowe związał z Wrocławiem i Wydziałem Prawa, Administracji i Ekonomii Uniwersytetu Wrocławskiego.

Professor Błaś passed his Matura exam in one of the high schools in Tarnów. In 1964, he began to study law at the University of Wrocław. During his university years, he focused on public administration, which led him to choose a Master’s seminar with Professor Franciszek Longchamps de Bérier. With his help, in 1969 Professor Błaś wrote and defended his master’s thesis entitled “Formy działania administracji – nowe koncepcje w piśmiennictwie” (eng. “Forms of Administrative Action – New Concepts in Literature”). Immediately after graduation, he began to work as a trainee assistant at the Department of Administrative Law. After the changes in the organisation in 1970, he became an assistant in the Department of Administration Science in the newly established Institute of Administrative Sciences. During that period, he began to write his doctoral thesis under the supervision of Professor Tadeusz Kuta. Moreover, during that time, he managed to complete scientific internships in Wrocław and Warszawa.

His involvement in research led him to defend his doctoral dissertation with distinction in 1978. After the defence, he got promoted to the position of assistant professor and was allowed to do lectures and seminars. He continued to research administrative law, administrative sciences and other related sciences, focusing mainly on the notion of the administrative fact. He was given the degree of a habilitated doctor for his postdoctoral dissertation entitled “Pojęcie faktów administracyjnoprawnych – studium z badań nad działalnością administracji państwowej nieuregulowanymi wyczerpująco normami prawa” (eng. “The Concept of Administrative-law Facts – a Study of Research on the Activity of State Administration not Exhaustively Regulated by Legal Norms”). After he finished his habilitation colloquium with distinction in 1989, he was appointed to the position of docent by the Rector of the University of Wrocław. In 1995, he was appointed associate professor at the University of Wrocław.

He did not stop his research and work there. His hard work granted him the title of professor of the law sciences in 2000 and employment as a professor since 2004. Professor Błaś had vast experience in being entrusted with responsible functions at the university. From 1984 to 1987, he was the Deputy Director of the Institute. Since 1989, he had held the position of Head of the Department of Administrative Science. Moreover, since 2005, he had combined this position with the position of the Director of the Institute of Administrative Science. What is more, he was a member of the university’s Senate several times. Professor Błaś was a member of different committees of the Senate, including the Disciplinary Committee for Academic Teachers of the University of Wrocław. His skills and the position he built for himself led him to be appointed as a member of the Central Committee for Academic Degrees and Titles.

Professor Błaś was an exceptional academic teacher. Thanks to his scientific supervision, hundreds of bachelor’s, master’s and doctoral theses were created. Many of them were distinguished and awarded. Many generations of students of the University of Wrocław and other universities where he taught were educated by him. His students and colleagues will remember him as a committed researcher and teacher, but also as a kind and warm person.

Professor Adam Błaś passed away on March 22, 2025. The Holy Mass in his memory took place on April 2, 2025, in the University Church in Wrocław. He was bid farewell by his university friends, colleagues and alumni.
