
Meeting of the Financial Committee KRUP at the University of Wrocław
The meeting of the University Financial Committee KRUP was held at the University of Wrocław, gathering 21 Polish Universities. The meeting was about running financial problems and cyber security.
Vice-Rectors and people responsible for university finances were discussing the financial results of 2025 and other matters related to salary increases, the 2026 higher education budget and the distribution of subsidies. The main topic that sparked heated discussion was cybersecurity at universities and its implementation costs.
University authorities have long been considering how to effectively compete and cooperate with European and global scientists. While cybersecurity is also a major concern, the attendants of the meeting were also discussing the statutory requirements related to it, as well as how to finance them.
- The education and research sector is the main target of cyberattacks, right after public administration – said prof. Zbigniew Bukowski from the University of Kazimierz Wielki in Bydgoszcz, chairman of the Financial Committee KRUP.
In 2025, Educational Centres noted 1258 incidents, almost twice as many as health and nine times as many as transportation. 36 % of these incidents in the public sector were related to education facilities.
Universities and Research Institutes are attractive targets of cybercriminals. That is why there is a big need to develop effective tools to combat this form of crime.
The amended Act on the National Cybersecurity System imposes new financial obligations on the universities, related to personnel and material resources. Bearing those obligations without any external support, while the worsening financial situation of the university is impossible – the university authorities from KRUP are alarming.
The Conference of Rectors of Polish Universities (KRUP) develops and presents opinions and positions on important matters for the development of Polish education, higher education and culture, in cooperation with the Conference of Rectors of Academic Schools in Poland. KRUP, gathering 21 universities, has established thematic committees. One of them is the Financial Committee, which met on Friday at the University of Wrocław. The meeting was attended on behalf of the University of Wrocław by the Vice-Rector for Finance and Development, dr hab. Arkadiusz Lewicki, prof. Of the University of Wrocław, Kamila Hołubowicz, Chief Accountant and Agnieszka Krawczyk, the Head of the Financial Planning and Analysis Department.
