Agreement with the authorities of the Lower Silesian Regional Government

The authorities of the Lower Silesian Voivodeship have concluded an agreement with the University of Wrocław which not only reaffirms their long-standing cooperation but, above all, heralds a series of new strategic initiatives of major importance to the region.

A key objective of the agreement, signed on 7 October 2025, is to establish a common framework for planned future projects such as joint conferences, research and development programmes, scholarship schemes, and dedicated study programmes.

The framework agreement on cooperation was signed by Marshal of the Lower Silesian Voivodeship Paweł Gancarz and the Rector of the University of Wrocław, Professor Robert Olkiewicz.

– Reports prepared by researchers or students should provide a foundation for initiatives that serve the entire community — all of us – emphasised Professor Robert Olkiewicz, Rector of the University of Wrocław.

Marshal Paweł Gancarz believes that a wise regional government is one that draws upon science and knowledge. For this reason, together with the University, he aims to develop the region not only through joint scientific and research projects, but also through scholarship programmes for young talents, degree courses combining theory and practice, and open debates on the region’s future.

Universities across the world perform, among other things, the role of independent evaluation centres, also monitoring the activities of local and regional authorities. They provide reliable analyses and expert opinions which often support decision-making processes.

Through research and various projects, it is possible not only to identify key challenges but also to formulate recommendations that contribute to more effective governance.

The ceremony was also attended by Grzegorz Roman, Director of the Department of Urban and Metropolitan Development (DUM); professor Marta Ryniejska-Kiełdanowicz, Vice-Dean of the Faculty of Social Sciences; professor Aldona Wiktorska-Święcka, Head of the Department of Public Management and Administration at the Institute of European Studies, specialising in public management, regional and urban policy, as well as social investment and innovation; professor Piotr Grabowie, Director of the Institute of European Studies; and dr Marcin Adamczyk, Deputy Director of the Institute.
