Cooperation agreement with the Lower Silesian Police

On Tuesday, September 16, 2025, a cooperation agreement between the Lower Silesian Police and the University of Wrocław was signed. The agreement concerns the prevention of drug addiction, terrorist threats and breaches of criminal law at the UWr.

“Safety of our staff members and students is a priority,” said the Rector of the University of Wrocław, prof. Robert Olkiewicz. “Due to this, an efficient and consistent cooperation with the police and other services is crucial, especially in situations of threats.”

“To serve and to protect, that is our motto,” stated Provincial Police Commander, Superintendent Paweł Półtorzycki.

The aim of the cooperation agreement is to allow the police to act more efficiently at all UWr facilities during situations of threats.

“The goal is to not only ensure safety at the University of Wrocław, but also to raise the academic society’s awareness about police activity,” added Vice-Rector for Student Affairs, dr Łukasz Prus.

The cooperation agreement establishes the rules of police interventions at UWr facilities and contains directives for educational-preventative actions meant to raise the students’ awareness about public order and security. Both sides of the agreement plan to organise trainings concerning matters such as the correct behaviour in case of situations of threats. According to the agreement, the police have the right to intervene at the UWr facilities without seeking the Rector’s consent beforehand only in situations strictly stated in the agreement, for example, an immediate threat to life and health, a natural disaster or in the case of receiving information about a crime prosecuted ex officio.

An intervention can occur under the suspicion that a person that owns, produces or deals in drugs, psychotropic or psychoactive substances is present at UWr facilities. Another example of a situation in which an intervention can be conducted is the presence of a person who poses a threat and intends to commit a terrorist crime. In those instances, the police may intervene, however, it is required to inform the Rector promptly.

The cooperation agreement was signed by the Rector of the University of Wrocław, prof. dr hab. Robert Olkiewicz, and the Provincial Police Commander, Superintendent Paweł Półtorzycki.

The Vice-Rector for Student Affairs, dr Łukasz Prus, and the Rector’s Representative for Safety, dr hab. Jan Gola, also took part in the ceremony of signing the agreement.
