What will life in dormitories be like?

ANNOUNCEMENT of the Rector of the University of Wrocław of 22 October 2020 on the functioning of the student halls of residence of the University of Wrocław

Due to the growing number of diagnosed SARS-CoV-2 infections in Poland and other European countries and the introduction of additional restrictions mitigating the spread of the epidemic, in order to ensure the safety of employees, PhD students and students of the University of Wrocław and maintain the safety of living in the halls of residence, from 22 October 2020 onwards, until further notice, the following rules are hereby introduced in the halls of residence:

SANITARY REGIME:

  • frequent hand washing, keeping mandatory social distance of 1,5 metres, mandatory mask wearing (covering mouth and nose) when using common spaces, ban on assembly;
  • reducing contacts between the residents of the halls to a necessary minimum;
  • limits in using common spaces, frequent airing of the rooms and disinfecting surfaces;
  • surface disinfectants shall be available in all common spaces (kitchens, kitchenettes, laundry rooms). All residents are obliged to disinfect the surfaces they touched, including: counters, switches, handrails, door handles, buttons, dials etc., before they leave the room and after they finished using the equipment and appliances.

ORGANISATION: organisational meetings shall take place on-line only.

GENERAL CONDITIONS:

  • accommodation limits, visitations ban, limits on leaving the halls of residence;
  • ban on the residents’ movements between the halls and ban on assembly in living quarters;
  • if a resident of a hall of residence:
    a) starts showing any alarming symptoms (fever above 37,5 degrees Celsius, cough, shortness of breath and difficulty breathing, muscle aches and overall fatigue, loss of the sense of smell and taste),
    b) has been in contact with a person with confirmed SARS-CoV-2 infection
    they should immediately contact the head of the hall of residence.
    Permanent contact should be maintained with the members of the administration of the hall of residence (via phone or e-mail).
  • all necessary information shall be provided by the administration of the halls of residence, in case of any questions please contact the administration directly, via phone or e-mail;
  • it is recommended that the residents keep track of the rules on accommodation and safety in the halls of residence and general regulations, as well as the recommendations of the Chief Sanitary Inspector and internal regulations in force at the University of Wrocław;
  • we recommend to keep track of the information published at: https://old.uni.wroc.pl/covid/ or https://www.gov.pl/web/koronawirus or https://www.ecdc.europa.eu/en/covid-19/country-overviews

DETAILED RULES:

  • accommodating new residents, referred only by the Department of Student Affairs, may take place only according to procedures and at times individually agreed upon with the members of the hall’s administration. New residents are obliged to submit an appropriate declaration (template can be found in the Annex);
  • ban on visitations in the student halls of residence;
  • implementing the safe check-out procedure which involves setting an individual date via e-mail or phone;
  • outside the halls of residence one should avoid large gatherings, exercise caution in public spaces, particularly in mass transit;
  • it is recommended to severely limit going outside between 11PM and 6AM without valid reason.

LIMITS ON DEPARTURES FROM THE HALLS OF RESIDENCE:

  • residents’ departures shall be limited to a necessary minimum, resulting from emergencies and chance events;
  • in the case of a necessary departure, it is required to communicate this fact to the hall’s administration via e-mail, providing destination and reason for the departure;
  • declaration needs to be submitted upon return to the hall of residence (template can be found in the Annex).

Failure to respect the rules and limits provided above shall be deemed as failure to fulfill the conditions for living in the halls of residence and shall result in depriving the person of the right to continue to live in the hall and in an immediate expulsion from the hall of residence of the University of Wrocław. Failure to respect the recommendations above may also result in criminal liability referred to in Article 116 § 1 of the Misdemeanours Code and Article 161 § 2-3 of the Criminal Code.

For the residents with permanent residence outside Poland, it is recommended to keep track of the epidemiological situation in their home country and of the restrictions on movement between countries. Such information are necessary to make decisions regarding further stay, if restrictions on border crossing are introduced in Poland or between individual countries.

Changes in detailed rules of the functioning of the halls of residence of the University of Wrocław shall be decided by the rector authorities, depending on general sanitary and epidemiological recommendations, evolving epidemiological conditions in the country and in Europe, particularly taking into account upswing or decrease in the number of infections.
