Implementation of the GOSPOSTRATEG project at the University of Wrocław
The University of Wrocław – Faculty of Law, Administration and Economics, as a consortium member together with the Fire Academy (consortium leader), the Academy of Military Art, the Józef Tuliszkowski Scientific and Research Centre for Fire Protection – National Research Institute and the National Headquarters of the State Fire Service, started on 1 September 2023. work under the project Strategiczny Program Badań Naukowych i Prac Rozwojowych „Społeczny i gospodarczy rozwój Polski w warunkach globalizujących się rynków” – GOSPOSTRATEG (‘Development of assumptions for an integrated system of collecting and processing rescue knowledge for the phases: preparation, prevention, response and reconstruction, for the needs of fire protection and civil protection’ (GOSPOSTRATEG.IX-001G/22)).
The project was selected as part of the competition Strategic Research and Development Programme “Social and economic development of Poland under conditions of globalising markets”. – GOSPOSTRATEG. It is funded by the National Centre for Research and Development. Project value: PLN 6,463,362.50.
The aim of the project is to create and verify in a pilot a set of tools for the implementation of emergency rescue tasks.
On behalf of the University of Wrocław, work on launching the project was coordinated by employees of the Department of Public Economic Law.

Project objective
The aim of the project GOSPOSTRATEG.IX-001G/22 is to create and verify in a pilot a set of tools for the implementation of emergency rescue tasks of a crisis nature. The project is expected to lead to maximally usable forms of planning material as a result of two specific objectives:
- the development of an open, uniform decimal classification system for rescue operations, similar in its philosophy to PKD;
- the use of modern engineering tools to describe processes. The consortium wants to propose the use of tools like BPMN (Business Process Model and Notation) as a basis for recording rescue policies and procedures.
In addition, Phase A will analyse the current state of affairs and then identify the extent of the legal changes that will need to be made to adopt the solutions developed in the project.
In phase B, the consortium proposes to pilot the construction of procedures as a substitute for rescue plans in selected 3-4 local government units. In addition, Phase B will implement:
- a set of proposals for legal changes to implement our proposed solution for planning documents in the future, an analysis of the short and long-term effects, taking stock of the proposals;
- a set of attestation and audit procedures for notification, warning and alarm systems used for civil protection purposes.
