In the context of the current political situation and the growing number of threats to public security, particular attention should be paid to the last of the above-mentioned publications – “Bezpieczeństwo państwa w stanach nadzwyczajnych” by Adrian Szumski and Marcin Szydzisz.
The authors provide a systematic analysis of the regulations governing states of emergency in Poland, discussing their structure and, underlying assumptions and practical implications for the functioning of the state. The publication points out shortcommings in the current legal framework, interpretative discrepancies, and risk associated with restrictions on civil rights and freedom.
The analysis covers both constructional and statutory aspects, taking into an account historical context as well as contemporary examples of the applications of these regulations, including experiences related to the introduction of the state of emergency in 2021. The study combines the precision of legal language with reflection on the social consequences of decisions made in times of crisis, while also organising existing knowledge and opening a broader debate on the limits of power and state responsibility.
The book is intended for employees of government and local administration, officers and personnel carrying out duties during state of emergency, as well as students of law, administration, and national security. It may serve as a valuable source of knowledge, both for readers beginning to explore issues seeking an in-depth analysis of the functioning of the state in exceptional circumstances.

Organisational changes and a new location
The publishing house offices are now located in the University Library building at ul. Fryderyka Joliot-Curie 12.
Work is also underway on a new website and online store for the University of Wrocław Press, which is planned to launch as soon as possible. Open-access journals are now available at the new address: czasopisma.uwr.edu.pl, on the well-known Academic Journals Online platform.
