
Recognition for dr Katarzyna Śliwiak’s doctoral research
In November, the results of the competition for the best doctoral thesis on public procurement law were announced. The winner was dr Katarzyna Śliwiak, an attorney-at-law and graduate of law, economics, and doctoral studies at the Faculty of Law, Administration and Economics of the University of Wrocław. She was recognised for her dissertation entitled Zasada równego traktowania przy kwalifikacji podmiotowej wykonawców w postępowaniu o zamówienie publiczne.
The supervisor of the awarded thesis was dr hab. Krzysztof Horubski, prof. UWr (Department of Public Economic Law of the Institute of Administrative Sciences).
The competition was organised by the editorial board of Zamówienia Publiczne. Doradca, the oldest Polish journal dedicated to public procurement law (published by Publicus since 1997). The academic partners of the competition were the Department of Constitutional, Administrative and Public Procurement Law at the Kraków University of Economics and the Department of IT Law and Legal Professions at Maria Curie-Skłodowska University in Lublin. A total of nine doctoral dissertations from various academic centres across Poland were submitted to the first edition of the competition.
The awarded dissertation addresses the impact and manifestations of the principle of equal treatment in the broadly defined area of contractors’ subject-matter qualification in public procurement proceedings. The thesis was published by Wolters Kluwer (Warsaw 2022) and was also recognised with distinction by the Scientific Discipline Council of the Faculty of Law, Administration and Economics of the University of Wrocław.
