Regulation of the right of access to water and human rights

The development of a model of the right of access to drinking water as a new human right in the Polish legal order will be addressed by our researcher dr Olga Halub-Kowalczyk from the Chair of Constitutional Law at the Faculty of Law, Administration and Economics of the University of Wrocław.

But first, within the framework of the NCN MINIATURA8 grant, dr Olga Halub-Kowalczyk will carry out preliminary research consisting in assessing the normative potential of the right to water in international law. This research task will form part of a future project aimed at developing a model of the right of access to drinking water as a new human right in the Polish legal order, with a particular focus on constitutional regulation.

The significance of this problem is confirmed by data from the Global Commission on Water Economics, according to which in 2030 we may be facing the phenomenon of a 40% shortfall in freshwater supply in relation to the needs of the population – explains the researcher. – Moreover, Poland is currently among the EU countries with the lowest level of freshwater abundance – she adds.

Dr Olga Halub-Kowalczyk will receive PLN 20,269.00 for her project ‘Prawo dostępu do wody w prawie międzynarodowym’.

The planned research is intended to contribute to the development of legal solutions to address the growing problems associated with the limited availability of this natural resource.

As part of the project, our researcher is planning a pilot study and an internship at a human rights institute in Berlin.

A total of 63 people in the country will carry out preliminary research, pilot studies, queries, scientific internships, research and consultancy trips thanks to funding from the MINIATURA 8 competition.

The aim of the MINIATURA competition is to support scientific activities that are the starting point for developing the premises of a research project, the financing of which can then be applied for in NCN competitions or other national and international competitions. During the eighth edition of the competition it was possible to obtain funding of between PLN 5,000 and PLN 50,000 for the implementation of an annual scientific activity. Read more:
