Resolution no. 137/2023 of the Senate of the University of Wrocław of 24 May 2023 on expressing an opinion on the freedom of scientific research and its publication.

Pursuant to § 22 point 25 of the Statute of the University of Wrocław adopted by Resolution No. 102/2019 of the Senate of the University of Wrocław of 29 May 2019, in connection with Article 28, section 1, point 16 of the Act of 20 July 2018 – Law on Higher Education and Science (Journal of Laws 2023, item 742), it is resolved as follows:
§ 1. The Senate of the University of Wrocław is concerned about the announcements made by representatives of the state authorities suggesting the possibility of limiting public funding of scientific units whose research leads to conclusions unacceptable to the authorities. Freedom of expression is a fundamental principle of civil society and even the most difficult ethical, moral or political issues should be considered in an open scientific debate, conducted without fear of any sanctions. The Senate of the University of Wrocław wishes to emphasise that, within its opinion, the freedom to conduct scientific research and to publish its results is an immanent element of the autonomy of every university. Without autonomy understood as the freedom to conduct all kinds of research and inquiry, neither scientific progress nor social development is conceivable.
§ The resolution shall enter into force on the date of its adoption.
