Scientific Association of the Tadeusz Bigo Local Self-Government has the pleasure of inviting you to the II National Scientific Conference from the series entitled „Samorząd terytorialny wobec współczesnych wyzwań” (“Local self-government in the face of contemporary challenges”), which will be held on May 9th, 2024, remotely (via MS Teams app).

The main theme of second edition of the Conference will be “Independence of local self-government units from the perspective of the 30th anniversary of the European Charter of Local Self-Government”. The document of the Council of Europe was drawn up on October 15th, 1985 in Strasbourg, while the Republic of Poland ratified the ECLSG in 1994. The Charter strongly refers to the idea of independence of local communities – which, in accordance with the Preamble of the Charter, constitute one of the fundamental foundations of the democratic system – regarding competences, methods of exercising them and the means necessary to implement their tasks. Therefore, the session will focus on the very up-to-date issue of the implementation of the elementary principle of self-government units’ independence in Poland – both from the perspective of national and international law, with particular emphasis on the regulations of the European Charter of Local Self-Government. The aim of the conference will be to assess the current status and identify prospects for adequate provision of self-government units.

We invite you to active participation!

We encourage all Representatives of the academic community, both Students, Doctoral students, Representatives of legal and social sciences, as well as local government Practitioners – all whose reflections and experiences can enrich the discussion to actively participate in the Conference on the issues at hand! The Conference program includes both expert panels and student-doctoral panels.

The topics of scientific papers may concern various aspects of implementing the constitutionally guaranteed independence of local self-government units in Poland. Estimated time for each presentation is 10-15 minutes. The organizers reserve the right to select from among the submitted abstracts.

We invite all people interested in local government issues to participate passively in the Conference. We accept applications for passive participation until May 5th, 2024 via the form: https://forms.office.com/e/WNmPMzJKsb

Participation (active and passive) in the Conference is free of charge and can be confirmed with a participation certificate sent in electronic form. The link to the meeting on the MS Teams platform will be provided to registered Participants after the end of submission of applications.
