Revitalization of the palace complex and astronomical observatory in Białków

Sub-measure 6.3.1 “Revitalization of degraded areas – horizontal competitions”.

This is a partner project of the University of Wrocław and Municipality of Wińsko.

The aim of the project is the execution of complex renovation works and reconstruction of the historic Palace Complex with the Observatory and the Park in Białków, Wińsko. Construction works include actions necessary for renovation and restoration of the facility, which does not comply with construction and fire safety regulations, also works related to the improvement of its functionality including needs of disabled people (a lift, adjustment of sanitary facilities, parking spots, suitable paths and access roads) and adjustment to new educational and cultural functions. Planned construction works include: preparatory and demolition work, renovation and reconstruction, installation work (sanitary, electrical, teletechnical), finishing work, development of the land. Planned thermomodernization work includes: roof renovation, wall insulation, window and door reconstruction, C/H. Palace Complex is localized in the support area of Polish Medical Air Rescue of Municipality of Wińsko.

The main aim of the project is a complex renovation and restoration of the historic Palace Complex with the Observatory and the Park in Białków, and also granting this valuable monument a new educational and cultural function.

The project also pursues the following objectives:

  1. The image of the municipality, in particular the revitalized area, as a place where the potential of valuable historic and cultural values can be utilized;
  2. Adjustment of the Palace Complex with observatory and a park to the needs of disabled people, by equipping the facility with a modern lift, suitable paths, forecourts;
  3. Increased integration and social activity of residents through access to interesting educational and cultural offers at the Astronomical Education Centre;
  4. Reduction of unemployment by increasing employment in the region.

The project is co-funded by the European Union Regional Development Fund, as a part of the Regional Operational Programme for the Lower Silesian Voivodeship 2014-2020.
